A new federal rule finalized in 2024 by the U.S. Department of Justice establishes WCAG 2.1 Level AA as the technical accessibility standard for public entity websites, apps, forms, PDFs, and other digital services.
The first compliance deadline is April 24, 2026, making now a good time for agencies to understand the requirements and begin preparing.

Insurance Requirements in Contracts Manual Updated for 2026
Alliant's Public Entity Group maintains the Insurance Requirements in Contracts (IRIC) Manual as a service to the public sector and PRISM members. The manual is reviewed annually for any changes and updated to reflect current insurance requirement best practices. PRISM EPL Service Presents – Stay or Pay Agreements: Still Lawful after AB 692?
Recently enacted AB 692 restricts employers from mandating so-called “stay or pay” agreements. These agreements, which require employees to repay costs such as training expenses, signing bonuses, or relocation stipends, generally kick in when an employee leaves before a specified date.

On Wednesday, March 18, at 11:00 a.m., join the attorneys from PRISM’s Employment Practices Legal Advice Service as they discuss what effects this new law could have on public employers who may use such agreements.

Reminder: AB 5 and LGBTQ+ Training Requirement
We continue to receive questions regarding the LGBTQ+ cultural competency training requirement for teachers and other certificated staff serving grades 7 through 12.

As a reminder, effective July 1, 2025, Assembly Bill 5, the Safe and Supportive Schools Act, amended Education Code Section 218 to require a minimum of one hour of annual LGBTQ+ cultural competency training for the next five years.

To support this requirement, the California Department of Education has made a free online training program available.
