This is an exciting opportunity for an experienced Risk Manager to come in and develop their Risk team. The ideal candidate will bring innovative ideas to Solano County, have a plethora of knowledge in relation to Risk (including leave administration and safety), bring strong developmental skills, and will be open to collaboration among several Departments. We hope to have a candidate start as soon as possible to help us provide support to the County in this area. Teleworking options are available for this position.

The mission of the Human Resources Department is to be a strategic partner who provides our customers with high quality services and fosters an environment where a well-qualified and trained workforce succeeds.

The Risk Management division of Human Resources provides the following services and functions for the County of Solano:

  • Obtaining coverage for workers' compensation, general liability, property, and other more specific insurance programs

  • Employee Health and Safety

  • Compliance with Americans with Disability Act Title I and II

  • Administration of the County's Injury & Illness Prevention Program

  • Occupational Health & Safety Training

  • Prevention of workplace injuries

  • Prevention of injuries to members of the public using facilities, programs and services

  • Management of claims administrators

  • Evaluating exposures for risk for County Departments

  • Provide recommendations for reducing exposure to losses and techniques for managing the risks associated with County

THE POSITION

As the Risk Manger, you will manage and direct the County's risk management programs including occupational health and safety, loss prevention, self-insured workers' compensation, property/casualty liabilities, disability leave administration, ADA Title I, wellness, risk analysis, insurance and underwriting, and policy and procedures development.

  • Functional/Technical Expertise – Is knowledgeable and skilled in a functional specialty; remains current in their area of expertise and serve as a resource in that area for the agency.

  • Team Management – Creates and maintains functional work units, while formulating staff’s role, responsibilities and goals; provides the level of guidance and management appropriate to the circumstance, including monitoring the skills and needs of all staff.

The current vacancy is for regular, full-time position.  This position is an “at-will” senior management position and is exempt from the civil service; the incumbent serves at the discretion of the appointing authority.

POSITION REQUIREMENTS

Experience:  Five years of full-time progressively responsible and comprehensive experience in the administration of safety, risk management, general liability, worker’s compensation, or similar insurance programs and at least two years of lead or supervisory experience. Public sector experience in the fields identified above is desirable but not a requirement. 

AND

Education/Training:  A Bachelor’s degree is required from an accredited university with a major preferably in Public Administration, Business Administration, Engineering, Public Safety, or a closely related field.

OR

An equivalent combination of training, education and experience which has provided the required knowledge, skills/abilities and attributes.  An Associate of Risk Management (ARM) certification from the Insurance Institute of American (IIA) may be substituted for the two years of the required education or two years for the required experience.

OTHER REQUIREMENTS

  • Applicants are required to possess a valid California Driver’s License, Class C.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,498.55 per month for 2020 and $1,586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive one (1) floating paid holiday per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years.

Effective July 1 of each year, 80 hours of administrative leave/attorney time off is granted.

Sick leave accrues at approximately 12 days per year. 

Employees in this class are also eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.
