About CSAC Excess Insurance Authority 
The EIA is a joint powers authority of California public entities, which was established in 1979 to provide insurance and risk management services to California’s counties. Since then, our membership has expanded beyond the counties to include numerous other public agencies such as cities, educational organizations, joint powers authorities, fire districts, etc.  

The EIA operates various risk-sharing pools, which provide insurance and risk management services to its members for lines of business including workers’ compensation, general liability, property, medical malpractice, and employee benefits.  

About the Position
The Senior Information Technology Specialist’s (Digital Team) primary responsibilities will include support of the EIA’s information management system, website, and communication platforms.  An external 3rd party vendor will provide design and development services.  

Under the direction of the IT Manager, and using the Agile methodology, the position will serve on the SCRUM team and take on roles such as Scrum Master and/or Product Owner.  Lead development projects; produce requirements specifications or other artifacts; produce content that incorporates best practices for digital use and assist others who also contribute; provide input and direction as well as perform testing of new features/functionality; provide advanced technical support; collaborate with the team and actively participate in department projects. 

The ideal candidate will have three to five years of increasingly responsible work experience in Information Technology, web/software development, or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. 

Skills should include:
•    Facilitate discovery sessions, requirements gathering, artifact generation/compilation, and perform information/data entry updates within adopted software(s)
•    Write clearly and succinctly and apply strong editing skills
•    Work with stakeholders and business units to define and implement new processes and procedures derived by developing environment
•    Engage stakeholders to prioritize work 
•    Communicate ongoing changes and product roadmap to end users and the business, as appropriate
•    Provide end-user training and/or training of peers, when necessary
•    Contribute to the creation and maintenance of knowledge base
•    Act as a resource for Specialists and Technical Assistant and address items that are escalated to their level
•    Ability to work through a project from conception to completion
•    Demonstrated experience with web and/or software development projects
•    Knowledge of and/or experience with Agile with Scrum methodology
•    Understanding of database structures and transactional information
•    Strong problem solving and troubleshooting skills
•    Ability to analyze data for validity
•    Ability to keep current with emerging web technologies and content types
•    Understanding of web related technologies, email marketing, and social, including SEO and best practices
•    Technical understanding of web analytics (Google Analytics)

Soft Skills:
•    Exceptional communication and customer service skills and enjoy working with people
•    Works well in a team environment which includes distributed team members
•    Ability to work in a fast-paced environment with competing demands

Physical Requirements
Physical requirements of this position typically include:  reaching, grasping, talking, hearing, seeing, repetitive motions, occasionally lifting, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move.  Some travel may be required. 

Licensing Requirements
A valid California Driver’s license is required.  Proof of auto insurance with no exclusion for business use is required.

Salary and Benefits
The salary range for this position is $6,661 to $8,160 per month.  Salary is depended on experience and qualifications.  A generous benefit package is provided including Public Employees Retirement System (PERS) health benefits, dental, vision, long-term disability, life insurance, PERS retirement, deferred compensation program, sick leave, vacation leave, and section 125 cafeteria benefits.  EIA employees do not pay into Social Security except for the Medicare portion of the cost.
