About CSAC Excess Insurance Authority

The EIA is a joint powers authority of California public entities, which was established in 1979 to provide insurance and risk management services to California’s counties. Since then, our membership has expanded beyond the counties to include numerous other public agencies such as cities, schools, joint powers authorities, fire districts, etc. 

The EIA operates various risk-sharing pools, which provide insurance and risk management services to its members for lines of business including workers’ compensation, general liability, property, medical malpractice, and employee benefits.

About the Team

The IT Department consists of thirteen positions, including the Chief Information Officer (CIO).  The department is made up of four teams who have very different functions and responsibilities:

  • Digital: Primarily responsible for administering and maintaining website and other information systems, including pool management system.
  • Claims:  Primarily responsible for supporting the claims system, the claims department and our members who use our claims system.
  • Network administration:  Primarily responsible for supporting and maintaining the network, hardware, and software applications.
  • IT administration:  Primarily responsible for maintaining IT budget worksheets, records/document management, and supporting the insurance certificate management program.

All members of the IT Department are expected to develop an overall, well rounded knowledge of the systems and applications IT supports, so that they can assist users in areas outside their specialty. 

About the Position

The Supervising Senior Information Technology Specialist’s (Claims) primary responsibilities will include the complex system administration of the EIA’s multi-instance claim system, member claim systems, report creation, new system implementations, and user training.  This position will work with an external vendor for application support. . 

The ideal candidate will be able to move between multiple projects to support implementations, system integrations, and report creation.  The position will perform the most complex system implementation tasks including user security, system configuration, business rule design, report creation, data analysis and verification.  Additionally, this position will be responsible for recommending efficiencies within multiple system instances to meet the needs of the end users and members. This candidate should be confident in providing solid business solutions to professionals at multiple levels.

In addition to the duties above, the Supervising Senior Information Technology Specialist will supervise the other IT (Claims) Specialists.  It is anticipated approximately 25% of time will be spent on supervision. 

The position will report directly to the Chief Information Officer.

Desirable Qualifications

The ideal candidate will have an Associates’ Degree and two to four years of increasingly responsible work experience in Information Technology or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job, including but not limited to:

  • Strong problem solving and troubleshooting skills
  • Knowledge of and experience with Microsoft SQL Server including database design, development and report generation
  • Solid understanding of database structures and relational database design
  • Demonstrated experience using Microsoft SQL and SQL Reporting Services (SSRS) including work with stored procedures and functions
  • Ability to analyze data for validity
  • Ability to provide guidance and training to users on technical subjects
  • Strong attention to detail with a high level of accuracy
  • Ability to set priorities for a team and handle multiple projects simultaneously
  • Ability to work in a fast-paced environment where the demands and directions of the work are constantly changing
  • Exceptional customer service skills and enjoy working with people
  • Ability to motivate and promote teamwork

Experience preferred but not required:

  • Knowledge of and experience administering, implementing, and supporting claims handling systems or Risk Management Information Systems

Physical Requirements

Physical requirements of this position typically include:  sitting for long periods of time, reaching, fingering, grasping, kneeling, talking, hearing, seeing, repetitive motions, exerting up to 30 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move..  Some travel may be required.

Licensing Requirements

A valid California Driver’s license is required.  Proof of auto insurance with no exclusion for business use is required.

Salary and Benefits

The salary range for this position is $7,364 to $9,021 per month.  Salary is depended on experience and qualifications.  A generous benefit package is provided including Public Employees Retirement System (PERS) health benefits, dental, vision, long-term disability, life insurance, PERS retirement, deferred compensation program, sick leave, vacation leave, and section 125 cafeteria benefits.  EIA employees do not pay into Social Security except for the Medicare portion of the cost.
