Managing incoming certificates of insurance can be a challenging task for many organizations. The process of collecting and verifying coverage against insurance requirements can be complex, time-consuming, and costly. We understand that it can be difficult to manage this function effectively.
To support our members in managing and administering their certificates, our service provider, Evident, handles all the necessary tasks to obtain and record proper evidence of insurance coverage from each organization with whom the members contract. Evident requests certificates from vendors, verifies coverage, sends notices for deficient and expiring coverage, images all incoming certificates, and posts them online for easy retrieval.

Due to the significant reporting requirements that exist and penalties that can be assessed for failing to comply with the Medicare Secondary Payer Act (MSP), PRISM has coordinated with ExamWorks to provide CMS (Center for Medicare/Medicaid Services) query and reporting services for both Medicare Reporting and Medicare Setasides. PRISM has converted to a new claims system called ClaimsXPress by Insurity. Utilizing the PRISM contract, members can use ClaimsXPress as their primary claims handling system, and in many cases, at a cost much less than what would be available otherwise. The annual fees and conversion/ implementation cost structures have been negotiated as part of PRISM’s agreement and provide significant discounts over purchasing direct. While discounts exist for any member, smaller entities with fewer than five users will be supported by PRISM staff, reducing their annual maintenance.

Returning employees to work early in the life of a claim can be one of the most effective cost-control techniques available. Results have shown that early return to work programs can reduce indemnity and medical costs for employers. They also assist the employee to emotionally heal from their injury by returning them to the environment they know. To assist with this process, PRISM has contracted with Norm Peterson and Assoc. (NPA) to provide the OUR System to our members at a discounted rate.
The OUR System effects early return to work by identifying “bridge assignments,” which focus on the employee’s abilities, not on the physical restrictions caused by an injury. If members decide to enter into their own contract with NPA for these services, they should notify NPA that they are a member of PRISM. This will allow the members to receive a discounted rate. PRISM has developed its own Medical Provider Network (MPN) with the assistance of a contracted administrator (WellComp). The MPN was established in accordance with the SB 899 reforms that occurred in April 2004, and can provide employer control over the injured worker’s medical care through the life of the claim. The MPN is required for members of the PWC Program and available to all EWC Program members should they desire to use it. The network includes Kaiser Occupational Health, Sutter at Work, and various individual physicians nominated by the PRISM membership. PRISM’s network contains more than 4,400 physicians statewide. PRISM has partnered with Plexus Global to provide background check services.
Employers have a duty to ensure prospective employees will not pose a risk to the public, other agency employees, or the agency. Comprehensive background checks are a necessary and important pre-employment best practice that will help members meet this obligation.
Using a consumer reporting agency, like Plexus Global, to conduct background checks ensures compliance with requirements for safeguarding the confidentiality of information obtained. Limiting employees’ involvement reduces the member’s exposure and maintains the confidentiality of the information obtained in the background check process.

Indexing is beneficial in identifying prior or subsequent injuries that may be exacerbating the problems demonstrated in the subject accident. This removes the need for members and their claims administrators to pay for each submission. PRISM has partnered with TimeKeeping Systems to provide discounted rates for Guard1, a comprehensive automated check in system. The Guard1 system allows members with correctional facilities to electronically log check-in points with timestamps on their routes and provide documented proof that routes were completed. This system can also be used for safety inspections and patrols, such as door checks, fire safety inspections, and perimeter patrols. Use of Guard1 has been successful in defending correctional staff in administrative hearings and civil litigation. We have partnered with Vector Solutions to deliver an online training and safety/risk management platform of services. The web-based training program provides access to a wide range of training topics, many of which are included with your PRISM membership, and others at a PRISM negotiated reasonable cost. This innovative service gives members “anytime, anywhere” access to quality, cost-effective, courses in a wide range of risk management topics such as harassment prevention, entry level driver training, defensive driver training, as well as general business courses.
