Under general direction, to be responsible for planning, organizing and management of staff engaged in the recommendation, development, implementation, and support of Information Technology in Shasta County; to participate in fiscal and administrative decision making; to act in the Chief Information Officer's (CIO) absence when appropriate; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

This is a senior management class and reports directly to the CIO. This class is responsible to plan, organize and manage staff in technical, support, fiscal, project and administrative activities. The CIO and the Deputy Director(s) collaborate and work as a team regarding department administration, however, each Deputy Director will focus on several assigned areas of responsibility. The functional areas for assignment include; host systems, networking, purchasing, billing, inventory, telecommunications, computer room operations, in-house software development and support, packaged and vendor software support, deployment of new desktop hardware, workstation hardware support, project management, and call center/customer service.

EXAMPLES OF ESSENTIAL DUTIES

Duties and responsibilities may overlap or shift for incumbents in the Deputy Director position, and it is common for incumbents to work as a team along with the CIO in developing departmental policies and procedures, and addressing other administrative functions.

Incumbents will perform duties in their assigned areas; provide management and supervision of Information Technology services; employment and training of assigned staff; coordinates the operations of Information Technology sites to promote maximum efficiency; confers with the CIO, management and administrative staff regarding policies, procedures, personnel matters, assigns and reviews work of management and supervisory staff; conducts staff meetings; acts for the CIO in all matters to which assigned.

Incumbents will be assigned the duty of planning, organizing, and directing in several of the following areas within Information Technology: Call Center; desktop hardware and packaged software support; countywide hardware and software purchasing; asset tracking; department billing; accounts payable and receivables; project management; server and mid-range computer hardware and software support, computer operations; networking, telecommunications; in-house software development and custom vendor software support

TYPICAL QUALIFICATIONS:

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Principles and practices of supervision and personnel management and training; organization, operations and procedures of the County Information Technology Department; principles of computer hardware; operating systems; data bases; networking; packaged software; telecommunications systems; software development; call center services; and computer operations; current technologies in the information systems industry; operating capabilities of common hardware configurations and peripherals used in business applications; fiscal control and budget preparation for a technology based department.

Ability to: Plan, organize and direct the work of staff engaged in the recommendation, development, implementation, and support of technology solutions countywide; provide effective supervision and evaluate assigned staff; evaluate staff training needs and make provisions for meeting these needs; demonstrate strong time management and organizational skills; apply effective problem solving, by analyzing situations accurately and adopting an effective course of action; evaluate and implement creative and innovative ways of doing business; evaluate policies and procedures and recommend and implement changes to improve efficiency; demonstrate strong communication skills including the ability to communicate effectively with technical staff, customers, co-workers and vendors; establish goals and objectives and follow through on their attainment; make oral and written presentations clearly and concisely; work effectively, collaboratively and cooperatively with those contacted in the course of work, this includes working cohesively as a member of team; engage and motivate staff to work as a team with the goal of providing excellent customer service, delivering high quality service and products in a timely manner.

IDEAL CANDIDATE

These employment standards are typically attained with the equivalent of a bachelor's degree in Business Administration, Computer Science or related degree (four years of management experience in an Information Technology organization may be substituted for degree) and three years of progressively responsible experience in Information Technology management in a local government setting or equivalent in a county Information Technology department or related management experience in private, non-profit or public sector organization. Experience with ISF budgeting and Project Management for Enterprise level initiatives.
