The County of Yuba is currently recruiting for the position of Eligibility Technician I/II Bilingual-Spanish in the Health and Human Services Department. Under immediate supervision incumbents learn and perform a variety of duties related to multi-program eligibility determination. As experience is gained, assignments become more complex and are performed under general supervision. The Eligibility Technician I is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. This position determines eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; authorizes payments following program procedures and guidelines; and identifies needs for health, social and/or employment services. Positions in this class are flexibly staffed.
Examples of knowledge skills and abilities required for successful performance: Knowledge of general goals and purposes of public human services programs; techniques for interviewing and gathering information from a varied population; mathematics sufficient to interpret customer income and expense information and to calculate benefits within program guidelines. Skill in learning the human service programs and community resources provided by the County; communicating clear and accurate information regarding customers to social workers; interpreting and explaining complex rules, regulations, procedures and technical information. Ability to maintain composure, keep emotions in check, control anger, and avoid aggressive behavior even in very difficult situations; establish and maintain effective working relationships with those contacted in the course of work; organize, plan and prioritize work, developing specific goals and plans to accomplish your work in a timely manner as established by regulations and local policy. Eligibility Technician I Minimum: Graduation from high school and two (2) years of office support experience which has involved extensive public contact, interviewing and decision making within procedural guidelines.
Eligibility Technician I Preferred: In addition to the minimum, two (2) years of college education (60 semester units) with major coursework in a field related to human services, experience in a customer service call center, and additional experience as previously described.
Eligibility Technician II Minimum: Graduation from high school and two (2) years of office support experience which has involved extensive public contact, interviewing and decision making within procedural guidelines and at least one (1) year of experience in determining eligibility for specific public or private customer service programs at a level equivalent to the County's class of Eligibility Technician I.
Eligibility Technician II Preferred: In addition to the minimum, two (2) years of college education (60 semester units) with major coursework in a field related to human services, experience in a customer service call center, and additional experience as previously described.
Licenses and Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment.
Typing Certificate required with application. Minimum net of 35 wpm. Must indicate results from a five (5) minute test.
Special Requirements: To qualify for a bilingual position, must be State certified or pass a County qualifying language test in the relevant language at the option of the County. May be required to work a flexible shift to include evening and weekend hours. If assigned to the Customer Service Call Center, will be required to work a flexible schedule to include evening and weekend hours.
Working Conditions: Generally a typical office environment.
