THE POSITION

The Risk Management Division of the Contra Costa County Administrator’s Office is inviting applications for an excellent opportunity for the Assistant Risk Manager in the Financial Services program area. The Assistant Risk Manager-Financial Services is a senior-level management position responsible for managing and overseeing various financial service programs and functions at the departmental level, including the County Internal Service Funds utilized to fund the, Crime Bond, Cyber Liability, General Liability, Auto Liability, Property, Workers' Compensation and Medical Malpractice, and various other County agencies and Programs.

The Risk Management Division of the County Administrator’s Office is responsible for the County’s self-insured and self-administered programs for workers’ compensation, liability, property, workplace safety, and placement of our excess insurance. The Risk Management Division is also responsible for the general overall training of County employees.

The ideal candidate will have a proven track record demonstrating the following:

  • Knowledge of practices and techniques of administrative analysis and report preparation and presentation
  • Knowledge of principles and practices of governmental budget development and administration
  • Knowledge of financial programs and applications including database spreadsheets, and other financial software applications.
  • Ability to plan and conduct complex financial revenue and strategic planning analysis
  • Ability to provide sound technical advice on financial matter to departmental management
  • Ability to respond appropriately to financial audits
  • Ability to organize and prioritize work to meet critical deadlines
  • Ability to monitor legislative and regulation changes and recommend operations and/or procedural changes as required

Tentative Oral Exam: December 27, 2017

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university with a major in business, or public administration, economics, financial management or closely related field

Experience: Three (3) years of full-time professional-level experience in independently performing complex financial planning or analysis, budget development and processing, contract review, administration and analysis

Desirable Experience: Five (5) years of full-time experience of the type noted above in a public entity or similar organization is highly desirable.

Substitution for Education: Additional professional-level experience of the type noted above may be substituted for education on a year-for-year basis up to a maximum of two (2) years.

Substitution for Experience: Possession of a Master's degree in business, or public administration, economics, financial management or closely related field may substitute for one (1) year of the required experience.

SELECTION PROCESS

  2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
  3. Oral Interview: Conducted by a Qualifications Appraisal Board who will evaluate candidates in job-related areas. (Weighted 100%). Candidates must receive a score of at least 70, which may be an adjusted score, in order to be ranked on the employment list.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices. As part of the application process, an applicant may be required to complete a Conviction History form. The Conviction History form should only be submitted when requested.
