This position is expected to work a four (4) year limited term.  Limited term employees receive benefits and paid leaves. Limited term employees are not considered regular employees and therefore do not attain civil service status.

RISK DIVISION

The Department of Human Resources, Risk division, provides County-wide staff support to anticipate and respond to risk and financial demands of the County in a changing environment.  Our Risk team manages risks and insurance to produce financial stability; prevents accidents and manages injuries through effective loss control and claims management programs; and empowers individuals, managers, and employees to recognize and manage risks while ensuring compliance with the County Personnel Rules as well as federal and state laws.
 

THE OPPORTUNITY

In this exciting role, you will supervise the risk management division, which includes functional responsibility for loss control, safety, contracts, insurance, worker compensation and liability programs. Risk Managers performs complex administrative, budgeting, statistical, and systems analysis of special projects and programs; assist in coordinating assigned activities with other County departments, divisions, outside agencies, and the public; ensures compliance with appropriate laws and regulatory standards; advises executive management in all aspects of risk management. 

In addition to the day to day duties outline in the job description, the selected candidate will have the opportunity to:

  • Plan, organize, coordinate, and supervise a comprehensive risk management and loss control program, including but not limited to workers' compensation, as well as insurance, liability, and industrial safety programs.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
  • Conduct or direct studies of operations, and research data and information to identify potential risk exposure and liability; analyze trends and information and make recommendations on cost efficiencies in the management of risk management assets.
  • Negotiate with brokers and reviews policy language to ensure appropriate insurance coverage with the most favorable terms and costs.
  • Maintain database of up-to-date insurance certificates for all County vendors to ensure contract compliance; requests and uploads updated certificates when required.
  • Ensure that contracts, leases, and purchase documents are reviewed for insurance requirements and other conditions that could cause loss or exposure to loss.

THE IDEAL CANDIDATE

The ideal candidate will have management experience that includes directing professional and administrative support employees involved in the administration of integrated risk management programs; have experience in preparing and monitoring budgets, actuarial review, and year-end closing; the ability to make sound judgments in the best interest of the County; possess strong written and oral communication skills; have unquestionable personal integrity; will approach this position with an energetic, enthusiastic, and collaborative style that welcomes and solicits input; and is able to provide an innate level of customer service to all County employees.  Additionally, this position will continually work with the Director of Human Resources to build and provide a vision for the future. 

MINIMUM QUALIFICATIONS

Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:

Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in public or business administration, accounting, or a closely related field;

AND
 

Five (5) years of increasingly responsible experience in risk analysis, safety operations, claims adjustment, liability or workers' compensation, including two (2) years of supervisory experience.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.
  • Possession of an Associate in Risk Management (ARM) certificate from the Insurance Institute of America (IIA) is preferred.

RECRUITMENT PROCESS

The Department of Human Resources will screen all applications to identify qualified candidates. After the screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process. The selection process is detailed below.

Training and Experience Review:  For those candidates who meet the minimum qualifications, this additional screening will take place to identify the best-qualified candidates. The best-qualified screening will involve subject manner experts reviewing and rating candidate's responses to the supplemental questions asked in the application along with the criteria outlined in the job announcement. This review is tentatively planned for the week of December 8, 2020


Selection Interview: The best-qualified candidates from the Training and Experience Review will be invited to a selection interview tentatively planned for the week of December 15, 2020.
