During the recently concluded 2025 legislative session, PRISM’s Legislative Committee reviewed and followed 142 bills, taking formal positions on 48 bills. The Governor vetoed 17 bills and signed 52 bills. Note that all bills mentioned below are effective January 1, 2026, unless stated otherwise in the specific bill. There are a few noteworthy bills that we want to bring to your attention. Some good, some not so good.

A recent federal court ruling on January 9, 2025, vacated the 2024 Title IX Regulations nationwide. The U.S. Department of Education’s Office for Civil Rights (OCR) has confirmed that schools must revert to the 2020 Title IX Regulations, as outlined in their Title IX and Sex Discrimination Overview.

SB2 was signed into law by Governor Gavin Newsom on September 30, 2021 and includes major changes to peace officer hiring and eligibility, and eliminates certain immunity provisions for public entities employing peace officers.
