What the Position Offers

 

Variety: This is an excellent career choice for a Disability Management/HR professional wanting to engage in the full range of disability management and return-to-work functions in the public sector arena.  In support of 28 county departments with 800 different job classifications from engineers, computer programmers, and nurses to road crews, social workers, and everything in between, our Disability Management unit provides a high level of guidance to departments and employees in the area of leave management, returning employees to work, workplace accommodation activities, and legal compliance through active case management of on-the-job injuries (occupational/workers' compensation) and non-work related medical, military, and other extended leaves.

 

Collaboration: The DM Analyst is a liaison between employees, County departments, the County's workers' compensation third-party administrator, defense counsel, medical providers, and other stakeholders on a variety of disability and leave related efforts and initiatives. This position manages both occupational and non-occupational leaves, advises County departments on leave issues and protections, and solves complex problems through research, analysis, and collaboration.

 

Key Responsibilities include: 

  • Advising County management on absence management, leave administration, and compliance with applicable federal and state laws and regulations, as well as applicable County of Sonoma policies (Family and Medical Leave Act, Americans with Disabilities Act and amendments, California Fair Employment and Housing Act, California Family Rights Act, California Pregnancy Disability Leave, California Healthy Families Act, etc.)
  • Managing a complex and diverse caseload of workers' compensation and non-occupational injuries/illnesses
  • Engaging employees and management in the interactive process for reasonable accommodation
  • Administering the County's return-to-work programs, including temporary transitional duty assignments and fitness for duty evaluations
  • Training department management and supervisors on disability management programs, policies, entitlements, and statutes
  • Completion of project work including analysis, recommendation and implementation of related policy and procedure updates, Disability Management program initiatives, and compliance with legal/statutory changes
  • Reviewing and recommending claim settlement strategies

Our ideal candidate for this position will be a high performing professional with broad-based skills, the ability to work and think independently as well as collaboratively, and will possess:

  • Experience with disability management programs including the application of federal and state leave laws (specifically in California) in a work setting, workers' compensation, and light duty assignments
  • Excellent written and oral communication skills
  • Experience in liaison and advisory roles, the ability remain supportive, diplomatic, and calm in emotionally charged situations
  • Strong critical thinking skills and the ability to foresee the ripple effects of day-to-day decisions
  • The ability to analyze and use sound judgment to make decisions in light of ambiguous factors
  • The aptitude to research information, analyze findings, provide recommendations, and apply legal statues, policies and County practices to case management activities and recommendations
  • Robust interpersonal skills and creativity to successfully resolve issues with a broad range of internal and external stakeholders, to include employees, departments, other human resources units, union representatives, vendors, and other agencies
  • The ability to thrive in an organization that maintains a fast-pace, coupled with a challenging workload and competing priorities

About The Department

 

The Human Resources Department is a cohesive, collaborative team of 60+ professionals responsible for managing and administering a variety of programs and services through its two divisions, Human Resources and Risk Management. The Human Resource Services Division is responsible for employee relations, recruitment and classification, workforce development, employee recognition and commissions, and the human resources management system.  The Risk Management/Administration Division is responsible for employee benefits, liability and insurance, workers' compensation, disability management, and occupational safety and health.
