At the beginning of 2018, the Department of Transportation (DOT) lowered the minimum testing rate for random selections for drug and alcohol testing for Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Authority (FTA) employees from 50% of the average of all employees to 25% of all employees. The requirement to keep this testing rate at 25% was not met by the FTA and the DOT raised the FTA testing rate from 25% to 50% in 2019.

As of January 1, 2020, the FMCSA is raising the testing rate to 50% as well for not meeting the requirement to keep the rate at 25% for the 2020 year. This means that both the FTA and the FMCSA will be at the 50% testing rate effective for the 2020 calendar year.
