Job Description:

Under policy direction of the Board of Supervisors, plans, organizes, directs, and manages the functions and activities of the Child Support Services Department; performs complex work in the establishment, collection, and disbursement of child support payments; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is a single position classification responsible for the management and conduct of the County Child Support Services Department functions and operations. This is a discrete classification. The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.

SUPERVISION RECEIVED AND EXERCISED

Receives policy direction from the County Administrative Officer, on behalf of the Board of Supervisors. Exercises general direction and supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of management and supervision.

EXAMPLES OF ESSENTIAL DUTIES

Class specifications are intended to present a descriptive list of the scope of duties performed by employees in this class and are not intended to reflect all duties performed within the job. Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Child Support Services (CSS) Department. Directs and participates in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary. Selects, trains, motivates, and directs assigned staff; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; and works with department management and staff to build and maintain a high performing team. Coordinates CSS functions with other County departments and government entities. Identifies, analyzes, and implements state and federal laws, regulations, and guidelines for the establishment, enforcement, and collection of child support and welfare reimbursements. Directs the preparation and submission of mandated financial, statistical, and operational reports. Directs and prepares and submits accounting reports to obtain operational and incentive funds. Develops, implements, and monitors case development and processing policies. Consults with and assists attorneys with the development of CSS legal policies and use of legal remedies. Provides input regarding the development of new legislation which affects child support programs. Implements newly passed laws which impact CSS functions, policies, and operations. Establishes, maintains, and updates the Policies and Procedures Manual. Consults and works with staff in resolving work and case management problems. Develops and implements CSS public awareness programs. Conducts, coordinates, and works on special projects. Represents CSS with boards, commissions, the public, community organizations, and other government entities. Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures. Principles and practices of leadership. Child support enforcement programs and functions. Government codes, regulations, policies, and procedures for establishing responsibility and collecting child support monies. Research methods and procedures for establishing evidence required to prosecute child support cases. Principles and practices of public administration, management, staff supervision, employee training, and work evaluation. Child support enforcement and collection procedures. Legal terminology, legal documents, and courts procedures. Budget development and control. Principles of public relations and information. Principles of project planning, development, coordination, and direction. Customer service principles and techniques. Written and oral communications skills. Proper English spelling, grammar, and punctuation. Computers and software programs (e.g., Microsoft software applications, applications specific to child support, etc.) to conduct research, assess information, and/or prepare documentation. Principles and techniques for working with groups and fostering effective team interaction. Ability to: Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner. Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the department. Provide administrative and professional leadership and direction for the department and the County. Develop and administer a department budget. Perform the most complex child support work and research. Read, interpret, and implement laws, rules, and regulations applicable to the functions and operations of CSS. Direct the preparation and prepare a variety of reports and financial statements. Oversee the development and utilization of computer systems and software. Make effective oral and written presentations. Effectively represent CSS in responding to inquiries, providing assistance and dealing with the public, boards and commissions, community organizations, and other government agencies. Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines. Constantly demonstrate cooperative behavior with colleagues, supervisors, and customers/clients. Communicate clearly and concisely, both orally and in writing. Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks. Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work. This position may require local and statewide travel as necessary. A successful candidate will be required to submit to and pass a background check prior to the appointment.
