About the EIA

The EIA is a joint powers authority of California public entities, which was established in 1979 to provide insurance and risk management services to California’s counties. Since then, our membership has expanded beyond the counties to include numerous other public agencies such as cities, schools, joint powers authorities, special districts, etc. 

 

The EIA operates various risk-sharing pools, which provide insurance and risk management services to its members for lines of business including workers’ compensation, general liability, property, medical malpractice, and employee benefits. 

 

About the Position

The Workers’ Compensation Claims Manager is responsible for oversight of the workers’ compensation programs and provides oversight of TPAs and claims processes in both our Primary Workers’ Compensation (PWC) and Excess Workers’ Compensation (EWC) Programs.  The Manager will oversee between 7 and 16 members of the Workers’ Compensation Department.  Job responsibilities include, but are not limited to the following:

  • Personnel administration including hiring, training, evaluating, promoting and disciplining staff
  • Developing and implementing departmental policies and procedures
  • Evaluating and implementing new program services
  • Oversight of current program services (RTW Program, Nurse Triage Reporting Program, Managed Care Consultant, Mandatory Insurer Reporting, MPN, etc.)
  • Oversight of vendor contracts
  • Reporting on various program matters to committees and providing recommendations where warranted
  • Oversight of reinsurance and excess carriers
  • Oversight of the Primary Workers’ Compensation Program TPAs
  • Oversight of the EIA’s Workers’ Compensation audit program
  • Periodic review of governing documents
  • Provide data for departmental budget

The Ideal Candidate

The ideal candidate will have a Bachelor’s Degree and five or more years of supervisory/managerial experience in a directly related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job including:

  • Possess a strong working knowledge of the California workers' compensation system and applicable laws.
  • The ability to coach, lead, and support the Workers' Compensation staff and effectively manage multiple projects, priorities, and deadlines.
  • Possess excellent interpersonal and communication skills and the ability to work with minimal supervision in a team environment. 
  • The ability to establish and maintain effective working relationships and good public relations with other employees, agencies, members, reinsurers, and the public.
  • The ability to oversee and manage contracts with multiple vendors.
  • The ability to analyze, summarize, and provide recommendations from situational data as well as statistical data.

SALARY

The EIA strives to compensate its employees with very competitive salary ranges. The salary range for this position is $106,400 to $133,000 per year.  Salary adjustments are based on individual merit and accomplishments.

 

BENEFITS

PHYSICAL REQUIREMENTS

Physical requirements of this position typically include:  sitting for long periods of time, reaching, grasping, kneeling, talking, hearing, seeing, repetitive motions, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move.  Some travel is required.

 

SPECIAL REQUIREMENTS

Possession of a valid State of California Driver’s License issued by the State Department of Motor Vehicles, or the ability to obtain one within the first month of employment.  Proof of auto insurance with no exclusion for business use is required.  Proof of having passed the Self-Insurance Plans (SIP) examination.  Additional workers’ compensation related certifications such as WCCA or WCCP are preferred.
