Contra Costa County Risk Management Department is seeking a qualified, experienced, and enthusiastic Assistant Risk Manager in the Safety & Loss Control program area. The Safety and Loss Control Manager provides a vital role for the County of Contra Costa as this is a single position class. The Safety and Loss Control Manager reports to the Director of Risk Management and oversees the County’s Safety Committee. The Safety and Loss Control Manager supervises personnel and unit consultants in the administration of safety, loss prevention, and environmental programs within the County and are responsible for the oversight and implementation of the County Safety Program.  The incumbent will be responsible for the general oversight of the safety practices and program compliance of all County departments, facilities, and operations. The Safety and Loss Control Manager is responsible for managing the following critical safety and environmental program areas as it relates to OSHA, drug and alcohol testing, ergonomics, and safety training.

What you will typically be responsible for:

Analyzing day-to-day activities and providing guidance on implementation, direction, and management of all functions and resources to achieve strategic objectives

Directing or supervising the work of at least two fulltime employees, unit consultants, and all assigned work in a unit to ensure timely and quality activities that respond to the needs of County department and employees

Assisting in establishing and maintaining an efficient and sound safety audit program on the department’s Risk Management Information System platform

Being responsible for reading and interpreting federal, state, and local guidelines and implementing them throughout the County

Desirable Qualifications:

Knowledge of OSHA guidelines, injury and illness prevention, occupational health, and be extremely organized

Ability to work effectively and collaboratively with all levels of staff and provide direction, guidance, assignment, and feedback to the Director of Risk Management

Ability to exercise initiative and independently analyze and evaluate situations since work is governed by broad instructions, objectives, and policies

Ability to develop and provide accurate loss control reports to managerial staff and make recommendations

Minimum Qualifications:

Education: Possession of a Bachelor’s degree from an accredited college or university with a major in business or public administration, finance, or a closely related field.

 AND

 Experience: Four (4) years of full-time, or its equivalent, professional level experience working with general liability and loss control or occupational health & safety, preferably with a public agency. At least two (2) years of which must have been in a supervisory capacity.

 Depending on the position(s) to be filled, qualifying experience may be limited to experience directly related to the assignment as specified on the job announcement.

 Substitution: Additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.  No substitution is allowed for the supervisory experience.

Substitution for Major: One (1) additional year of qualifying experience of the type noted above may be substituted for the required academic major.

 

Desirable Qualifications: Master’s degree in Public Administration, Public Health, Loss Control, Safety, Health and Environmental Applied Sciences, Occupational Health and Safety, or a closely related field. 

Selection Process:

Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.

Oral Assessment: An oral assessment (interview) will be conducted to measure candidates' competencies as they relate to the job. In the Oral Assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% of higher.  These may include but are not limited to: Analyzing & Interpreting Data, Self-Management, Delivering Results, and Professional & Technical Expertise. (Weighted 100%)

The oral assessment is tentatively scheduled to take place May 11, 2022, through May 16, 2022.  The assessment will be administered remotely using a computer; you will need access to a reliable internet connection to participate in the assessment.
