The County of Fresno Department of Human Resources is offering an exciting career opportunity for an experienced workers' compensation professional as a Senior Workers' Compensation Analyst (Senior Human Resources Analyst). This position will be responsible for administering Fresno County's Workers' Compensation Program which includes overseeing a team that reviews and processes workers' compensation claims. The Risk Management Division's self-insured Workers' Compensation Program is responsible for securing statutory workers' compensation protection for over 7,500 employees and the administration of over 1,000 open workers' compensation claims. The County is contracted with a Third Party Administrator who adjusts the County's workers' compensation claims including administering the benefits, determining if a claim is approved or denied, handling litigation, and paying claims.

Positions in this classification are in MEDICAL GROUP I - Light Physical Activity. This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. SAMPLES OF DUTIES:
Performs specialized, professional human resources and risk management assignments that require a broad human resource or risk management perspective; reports to a Human Resources Manager.
May act in a lead or supervisory capacity, and train lower level professional and support staff.
Research and analyze risk management and workers' compensation issues; oversee workers' compensation Third Party Administrator (TPA) and direct litigation for workers' compensation claims.
Entails extensive technical knowledge combined with ability to use this knowledge to anticipate and resolve issues and problems; work performed has significant consequences associated with mistakes or errors.
Consults with and makes recommendations to Human Resources administrative, managerial and professional staff relating to the development, modification and/or improvement of human resources policies, procedures and processes.
Acts as a resource to user departments on risk management and workers' compensation issues.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
The principles, methods, standards, and limitations in organizing and administering a comprehensive self-insured Workers' Compensation Program;
State of California workers compensation rules, regulations, and statutes;
Workers' compensation claims management standards and the statutory construct governing the administration of Workers' Compensation Programs;
Rules relating to industrial accidents and injury leaves of absence, and safety and employee health standards;
Workers' Compensation Appeals Board proceedings; Insurance policy interpretation and analysis;
Claims administration and investigation techniques;
Practices and techniques of administrative and statistical analysis and report preparation.
Skills/Abilities to:
Understand, interpret and apply laws, rules, ordinances, and regulations pertaining to workers' compensation law;

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree that is acceptable within the United States' accredited college or university system.
Experience: Three (3) years of full-time, paid professional work experience equivalent to that gained as a Claims Examiner or a Workers' Compensation Analyst.
Substitution: Possession of a master's degree that is acceptable within the United States' college or university system may substitute for one (1) year of the required experience.
License: Possession of a valid Class "C" driver's license, or equivalent, may be required.

SELECTION PROCESS:

Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.
Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
Successful candidates will be placed on an employment list, effective for a minimum of 3 months (the employment list established may be extended for an additional 12 months) and certified in final rank order.
